It is the 39c Grenville Clark definitive from the first Great Americans issue. The rose lilac colored stamps were issued in panes of 100 with revolving plate markings and later in bullseye perforated sheets with corner plates. Irregular (odd shaped) tagging block sizes are common on this issue. Scott 1867c is often misidentified by inexperienced dealers. It is scarce and undervalued in catalogues. Clark paid the 39-cent 2 oz rate calculated as 22c + 17c = 39c. It was a valid rate until April 1988 when the rates increased. All 1867 stamps were withdrawn from sale by August 31, 1992.
