Chicago undertook a monumental sewage treatment project from 1889 to the opening of the Chicago Sanitary & Ship Canal in 1900 to protect it’s drinking water at Lake Michigan. The new canal ran parallel to the I&M Canal, but substantially deeper, reversing the flow of the Chicago River. Very likely these men are Pinkerton Police, as the company was both based in Chicago and widely used by industry at the time to suppress labor and or here, property disputes.
