The historical interest of the piece is in that it is from the first loan floated by the Imperial Russian government on the international market following their humiliating defeat in the Russo-Japanese War, and the abortive 1905 Revolution. The loan's prospects weighed heavily on the Imperial Government's mind. On the other hand, Russian liberals roundly condemned it, at home and abroad. They decried it, saying that it would subsidize continued political oppression by the autocracy. The fact that the 843 million ruble loan was quickly negotiated with the blessings of the French government and was soon fully subscribed to by investors, came as a godsend to the Imperial authorities and allowed them to embark on a multi-billion ruble borrowing spree in the decade leading up to the First World War. After the Bolshevik coup d'état of 1917, one of Lenin's first acts was to repudiate the debts of both the Imperial and Provisional governments, rendering their bonds worthless. Every succeeding Soviet government maintained his policy until the collapse of communism. In 1996, France, the largest holder of Russian Imperial debt, and Yeltsin's Russian Republic, agreed to settle the claims for US$400 million. The payouts averaged €80 to €100 per bondholder.
