Work on the radical modernization of the M-4 was carried out in accordance with the Decree of the Council of Ministers of the USSR No. 1428-642 of July 6, 1954. When choosing engines, they relied on the VD-7, whose takeoff thrust exceeded 11,000 kgf, and cruising fuel consumption was 0.73-0.8 kg / kgf⋅h (for the AM-3 - up to 1.03), as with the best foreign models. The entire airframe and systems of the bomber were redesigned. The strength standards for heavy aircraft in force at that time specified an overload of at least 2.5 during maneuvers with a maximum weight and 3.0 during turbulent flight. Myasishchev managed to prove that these requirements were too high and moved to a lighter design. Other measures also helped reduce the weight, in particular, replacing the rubber of the fuel tanks with a polyamide film. As a result, the weight of the empty machine was reduced by almost 3 tons compared to the serial M-4 The aircraft received a new wing with a larger span, without a break along the trailing edge, with a reduced number of aerodynamic partitions per pair and a new profile on the end parts. The experience of operating the M-4 made it possible to abandon the transverse V-stabilizer. The aerodynamic quality of the aircraft reached a record value of 18.5 units (for comparison: this figure for the Tu-16 was about 14, and for the then very advanced foreign aircraft "Avro Vulcan" and B-47 - 17.0 and 17.25, respectively). It was possible to exceed 19 units only on heavy aircraft with variable wing sweep B-1B and Tu-160. In the nose of the 3M, an unpressurized radar compartment was placed, covered with a radio-transparent fairing. The front cockpit was reconfigured, while the navigator-bombardier's workplace was located under the pilots with an offset to the left, and a canopy was created below. The number of crew members was reduced by one person. The chassis and control system were significantly improved. The equipment was improved, including the installation of an NBA navigation and bombing machine. Due to the withdrawal of six-ton bombs from service, it became impossible to realize the payload of twenty-four tons, and it was reduced to eighteen - two nine-ton FAB-9000. Despite the load, the 3M was the only Soviet aircraft capable of carrying two such bombs. The cargo compartment provided for the suspension of additional tanks simultaneously with the bombs. It was decided to hang two more drop tanks under the wing. The maximum takeoff weight of the aircraft exceeded 200 tons. At the same time, the takeoff run was preserved.
