Description: I don't know the purpose of this ladle as it is small: cream/sugar/salt? It is marked Hall & Elton. In researching Hall & Elton, I found them to be a German manufacturer in Geneva, New York founded about 1841 by Abraham Bashara Hall and A.D. Elton. They worked with silver and coin silver. Finding a similar piece (with no description of use), it was marked as coin silver. It is 4.75" long and the bowl has a 7/8" diameter but is only about 1/2" deep. It does have a monogram (CAM?) on the handle-see last photo.
