I am no expert on inkwells but based on other listings believe this to be antique and possibly French(unmarked). This is a beautiful piece! It does have some chipping and paint loss as shown in the photos and expected with age. It does also look like there may have been some touch up done to the pink edge paint in a couple of spots that is more yellow than pink.
