She obtained her PhD from the University of Leiden, the Netherlands, where she was sponsored by the China Scholarship Council. Dr. Gong has practiced at governmental institutions and international organizations, including the Department of Justice Hong Kong SAR, the United Nations Commission on International Trade Law (UNCITRAL), and she also participated in the Hague Conference on Private International Law (HCCH), where she learned how the inter-regional and international legal cooperation regimes were drafted, negotiated and obtained consensus.
