BACKGROUND: The Revolutionary Peoples Constitutional Convention was originally scheduled to be held at Howard University in Washington, DC. However after a pressure from more established civil rights groups (NAACP, SCLC?) the University denied the Panthers use of their facilities. It was felt by many faculty and Board members that the Panthers and the arrival of the Black Power Movement was undermining the previous accomplishments of the Civil Rights Movement. There was also a general sense of repulsion by many of the more conservative older generation staff at the University towards the West Coast (sic. Merritt College) inspired Black Power Movement. Pro Panther students on campus strongly resisted the imposition of such outdated thinking. Led by DC Panther leader Elbert Howard (Field Marshall), students on campus organized protests calling on the Panthers to help "liberate Howard University and to make it serve the needs of the community." Huey Newton later spoke at St. Stephens of the Incarnation Church in DC and rallied students to maintain their support of the convention. He promised that another convention would be held. Unfortunately however Panther pressure was ultimately unsuccessful in getting Howard to yield.
