The N&W desired to build a line from the West Virginia coal fields to points in Ohio that allowed the company to direct coal into the west while bringing Midwest manufactured goods to the east. The goal was to connect with the Cincinnati, Hamilton & Dayton on the Ohio River near Ironton and either buy a railroad or build west from there. Instead, in 1890, the N&W acquired the Scioto Valley & New England Railroad on the very day it was reorganized from the Scioto Valley Railroad. This company had a railroad from just east of Ironton to Portsmouth, thence up the Scioto River to Chillicothe and Columbus, about 130 miles. In 1901, the N&W added the Cincinnati, Portsmouth & Virginia, another 107 miles plus the Hillsboro Branch.
