Howe was one of the legends of the 20th century American firearms industry. Prior to World War II, he ran a "cop shop" in New York City, where he serviced most of the police firearms of the day. He later transferred his gunsmithing experience into Professional Gunsmithing. Howe served as a U.S. Army ordnance sergeant during the war, ultimately the NCO in charge of the Armaments Section at Fort Dix, N.J. After the war, he entered the advertising business while maintaining his interest in all matters relating to firearms. In 1954, Howe was chosen to become editor of the NRA's American Rifleman magazine, a post he held for almost 15 years. He then went to work for Marlin Firearms, and later for Sturm, Ruger and Co., first as plant manager of its Southport, Conn., manufacturing facility and later as its special projects manager.
