It could be that once they are worn that they relax to a 38” waist. The length from the bottom of the crotch hem to the bottom of the pants leg is 31”. Also please note that there are a few areas that looks like it’s a white color. I don’t think it’s bleached so it may be a slight paint mark. There’s also a couple of dark spots of black that are smaller than the diameter of a pencil. It doesn’t affect the appearance at all and goes with the look of the jeans. The pockets have strings but I’m pretty sure that the jeans were made that way.
