It has some light paint overspray on the plastic in a few places. The label on the bottom is also marked "Spectra Precision". This unit powers on with 8 "D" size batteries (not included) and the power light comes on and top rotates counter clockwise two or three times very quietly and then it stops and powers off. I do not see any lights come on. I am not able to test it further. It does not come with an A/C adaptor. It only comes with what is shown in the pictures.
