Although new Envelopes were created and released on July 31st with First Day Ceremonies (namely U536 and UC26...) there were so many of the older issues in circulation that the USPOD decided to surcharge these, rather than destroy them. Various dies of U537/38/39/40, plus UC27-9 and UC30/30a/31 were surcharged. The ACTUAL dates on which these surcharges were applied are not known; it could have been months in advance. However, none of these issues were released to the general public before August 1. Therefore, until such time as I learn differently, these must be considered First Day Covers...even though they are rubber-stamped "First Day New Rate". The MAJOR cachet makers at the time...Artcraft, Artmaster, Fleetwood, etc....either had no idea what was happening or no interest in a FDC issue with no formal ceremony. I have no idea who prepared these covers; all I can say is that he was paying attention.... and created some very scarce covers. Unaddressed and in generally excellent condition. These covers were prepared with stuffers, which tend to cause the very damage they were put there to prevent. Some minor corner/edge creases are present.
