Waist is 14.5 in. Looks like 14 in the pic but when I pull it out straight it's 14.5 if that makes sense. I just couldn't hold it out flat and take the pics. The top part has a lining and not sheer. The bottom is sheer. The red & black ruffle slip does not come with it but you can purchase from my other listing. It's just to show how pretty it is with a red slip under it.
