I believe it to be complete but I also feel it will need to be cleaned and serviced prior to use - it has not been tested and is not guaranteed. There is some surface rust and dirt or grime on the parts facing up, but underneath and inside it is much cleaner. There may also be some surface rust on some of the 200 springs around the perimeter.
